Biographical Information: Philip M. Miller has 25 years of legal experience serving the residents of Ocean County.  Mr. Miller is currently the Municipal Court Judge for Barnegat Township, Seaside Park Borough, and the Borough of Pine Beach.  He has previously served as Municipal Court Judge in Manchester Township, South Toms River Borough, Ocean Gate Borough, and the Township of Lakewood.  He was appointed by the New Jersey Supreme Court as Chairman of the District IIIA Ethics Committee.  Mr. Miller is also a member of the Ocean County Bar Association, having served as President Elect, as well as an Officer and a Trustee.  He was named as Ocean County Young Lawyer of the Year in 1990.

Mr. Miller also served as President of the Ocean County Municipal Judge's Association, and is a member of the New Jersey Bar Association.  He served as a Judicial Clerk to the Superior Court of New Jersey, Ocean County, in 1985 through 1986, and as an Adjunct Instructor at Ocean County College in 2002 to 2003.
